On a fresh reboot (cookies and cache cleared) go to TT and when prompted to enter your information at checkout using Intuit Account or create account, select third option check out as guest. I didn't use my e-mail or phone number associated with my Intuit account. Enter the information manually and it stepped right on through. Five hours and two days wasted...hope this helps someone else. Very frustrating.

What are you being charged for?  How much?  In the online version there is a separate fee to prepare a state return whether you efile or print and mail it.  Efiling is free and included.

In the Desktop CD/Download program the state is free to mail but there is a $25 fee to efile (including the first one).

@jrfcpd144 Information flows from the federal return to the state return.   You cannot prepare or file a "stand alone" state return using TurboTax.   If you are able to use the Free Edition for a very simple federal return then your state return will also be free.   But if you are using a paid version of the online software to prepare your federal return, you also pay a separate fee to prepare the state return.  or, as explained, if you are using the CD/download, there is a fee to e-file any state return.

Here are some basic trouble shooting steps. 1) Log out of Windows and power down your PC. If you have a router turn it off or unplug it. 2) Restart your PC. 3) Restart your modem - aethernet connection (hardwired) or Wifi connection. 4) Check your Firewall programs - leave Microsoft Defender active but temporarily disable any other firewalls such as Norton or Spectrum. 5) Make sure pop-up blocker is turned off until you pay (turn it back on after you successfully pay and e-file your state return) 6) Open up one browser. Go to a site and make sure you can access it - verify you are connected to the internet on your PC. If you can access the site log out of it and close the browser. In the lower right on your screen it should also show if you are connected to the internet. 7)  Now click on the window icon in the lower left corner of your windows screen, under Start put your arrow over the gear and click on the documents link. 😎 When the documents page opens scroll on it to downloads. Under downloads scroll to the week you installed/downloaded the TurboTax Desktop software you purchased. After finding the TurboTax download click on it and click open. 9) Allow the TurboTax Software to Open. 10) If an update box appears click on it and allow the Desktop software to be updated and/or check for updates. Note: It may prompt you to install updates for your state return. allow it also. 11) If you filed your Federal Return alone and received an e-mail/notification that it was accepted, please allow 24 hours for TurboTax to update. 12) On start-up page click on get started/continue. If it asks for Registration information you can skip this and continue unless you want to register your Software. 13) On the main page click on State Return. Review it as needed then go to "Ready to e-file" once everything looks good. 14) follow the prompts to pay to e-file your return via TurboTax/Intuit. 15) If you are connected to the Internet, your pop-up blocker is off, and you have disabled your Firewalls, except for Defender, the link/button on the green payment screen should be active. 16) It should open a new box and allow you to pay with your credit or debit card information. 17) Finally, if this will not work and you have a Printer, simply print out the State Return, attach any documents and your State W-2s etc. and mail it to your State IRS (go to their web site for the address) and mail it for the cost of a postage stamp. It will be processed in the same time frame as an e-file. Having direct deposit versus waiting on a paper check if you have a refund coming is the only way to get a refund faster from the state. 18) If you wish you can call TurboTax Customer Service and ask the Agent to start a case (ask politely to speak to a Supervisor) so IT at TurboTax can investigate why the payment link is still not active after you tried all those trouble shooting steps on your PC. They will reach back out to you when they have a resolution. Finally, if you wish, ask the TurboTax Agent for a discount off your Desktop software purchase price due to your hassles if your PC wasn't the issue.

Using desktop version and trying to pay for California efile and just get the error - Hmm... it looks like we’ve hit a slight snag. Called support and they said to try again the next day (known issue). Didn't help. Tried the pay by phone option for state efile, but this was another time suck that didn't solve my problem. Updated my Windows, updated my TurboTax desktop, tried different browsers and firewall configs, checked the network activity (going to AWS), nothing. Hopefully, TurboTax updates their software and fixes this problem, but given the quality of the software (Help Center goes to broken link that asks for redirect), I feel like Intuit is just letting the customer down. If no other way, I'll have to mail it in or look for some miracle system that lets me just efile CA without too much trouble.
